Knowledge and Inquiry (KI, syllabus 9759) is an optional H2 subject taken in addition to General Paper, not instead of it. Since the 2024 JC1 intake every JC and Millennia Institute student offers GP, and KI is chosen as a fourth H2 subject and a contrasting subject. It suits students who read widely by choice, enjoy arguing about ideas in the abstract and can manage a 40%-weighted Independent Study with little supervision. What Is the Difference Between Knowledge and Inquiry and General Paper?
General Paper is a compulsory H1 subject about issues and argument; Knowledge and Inquiry is an optional H2 subject about how knowledge itself is built, tested and used.
Ministry of Education (MOE) groups both under the same heading. Its A-Level curriculum page says that knowledge skills "seek to develop students' thinking, process and communication skills" and lists General Paper, Knowledge and Inquiry and Project Work as the skills-based subjects in that area. The difference is in what each subject asks students to think about. The Singapore Examinations and Assessment Board (SEAB) GP 8881 syllabus asks students to "explore a range of key issues of local, regional and global significance". The KI 9759 syllabus builds its essay paper around six key questions, starting with "Why ask questions?" and "What is knowledge?".

Can Knowledge and Inquiry Still Replace General Paper?
No. From the 2024 JC1 intake, every JC and Millennia Institute student offers General Paper, and KI is no longer accepted in place of it.
The change was announced in MOE's 1 March 2023 press release: "all JC/MI students will offer General Paper as a compulsory subject from 2024. Knowledge & Inquiry, which focuses on the nature and construction of knowledge, will no longer be offered in lieu of General Paper, but will continue to be a contrasting subject for all JC/MI students." The same release notes that "about 100 students offered Knowledge & Inquiry in lieu of General Paper" in the 2022 A-Level examinations, so the old route was always a small one.
Two things follow for a student entering JC from 2027. First, KI adds to the GP workload rather than replacing it. Second, KI keeps one real advantage in building a combination: MOE's wording means it satisfies the contrasting-subject rule for students in either stream. What Does the KI 9759 Examination Look Like?
KI is assessed on three compulsory papers: a 3-hour essay paper (30%), a 2-hour critical thinking paper (30%) and an Independent Study (40%).
The SEAB syllabus for the 2027 examination keeps the same three-paper structure as the 2026 syllabus. Each paper tests three assessment objectives: understanding the nature and construction of knowledge (AO1), critical thinking (AO2) and communication (AO3).
- Paper 1, Essay (60 marks, 30%, 3 hours). Six questions in two sections. Candidates answer one of two Section A questions on the "general theoretical aspects" of the syllabus and one of four Section B questions on "specific applications". The suggested length is 1000–1200 words per essay, and the syllabus expects candidates to "refer to readings they have undertaken".
- Paper 2, Critical Thinking (60 marks, 30%, 2 hours). Section A is an unseen passage with one compulsory question (suggested 400–600 words). In Section B, candidates choose two of three short texts from different areas of knowledge and evaluate the argument each presents (suggested 150–250 words each).
- Paper 3, Independent Study (80 marks, 40%). A 2500–3000-word study on a topic the candidate chooses, related to the nature and construction of knowledge, completed over six months.
KI essays are marked against band descriptors. The syllabus states that marking "involves qualitative judgements rather than quantitative evaluation" and uses a "best fit" principle. What Is the KI Independent Study?
The Independent Study is a 2500–3000-word research paper worth 40% of the KI grade. The topic needs an approved proposal before work begins, and the study runs for about six months.
The syllabus sets out a fixed sequence:
- Proposal. The candidate submits a proposal of no more than 500 words to SEAB "by a specified date in Term 1 of the second year of study". It covers the research question, rationale, title, synopsis, a literature review and, where relevant, methodology. The proposal goes to the Principal Examiner, who may approve it, reject it or ask for revisions.
- Teacher guidance. At the proposal stage, teachers may guide topic choice, work schedule, research ethics and sources.
- One conference during writing. The teacher holds a single conference with the candidate "at the latest by the 4th month of writing", and "should not give any written feedback" on drafts. A second conference is possible at the candidate's request. It must be recorded, and the syllabus warns that the extent of extra guidance "may be taken into consideration during the marking".
- Submission. The study must include a literature review and a complete bibliography. Headings, footnotes, charts, tables and appendices do not count towards the word limit.
Two integrity rules matter to families. Outside experts may be consulted for information, but the syllabus says it is not acceptable to "seek or accept help from any outside agency, including family and friends, in the actual writing". Responsible use of AI is permitted, but "Content produced by AI such as ChatGPT is not considered as candidates' own work" and must be acknowledged. Which JCs Offer KI, and How Do Students Get In?
KI is offered by selected junior colleges, usually through a selection test, and is taken as one of four H2 subjects.
Three published examples show the pattern:
- Eunoia Junior College states on its subject combinations page that "H2 Knowledge and Inquiry is considered a contrasting subject for Science and Arts students, and offered as the fourth H2 subject", and lists it among the subjects that require passing "a selection test/audition administered by the college".
- National Junior College lists, on its prerequisites and selection tests page, "A2 or better grade in O-Level English Language; and Pass school qualifying test" for H2 KI. Its KI page describes the subject as "taught seminar-style".
- Temasek Junior College stated on its 2024 open house page that "Students would have to pass a selection test and interview to offer H2 KI" and that KI "must be offered as part of a 4H2 subject combination".
These are college rules and they change. NJC's criterion is written in O-Level grades, and cohorts entering JC with SEC results should check how it is being applied. Not every JC offers KI, so confirm on the college's current subject combinations page before a Joint Admissions Exercise choice rests on it. How Does KI Count Towards the University Admission Score?
From the 2025 A-Level cohort, the University Admission Score is built from three H2 content-based subjects and General Paper, and a fourth content-based subject counts only if it improves the score.
For the UAS, NTU's general admission requirements for A-Level applicants list, for applicants who sat the A-Level in 2025, "3 H2 content-based subjects" and "General Paper (GP)", with "H1 Mother Tongue Language and/or the fourth H1/ H2 content-based subject" considered "if it improves the UAS". MOE announced that fourth-subject rule in the same 2023 press release.
Neither university names KI in its rule for the 2025-onward cohorts. NUS's FAQ on the revised UAS addresses KI only for earlier candidates. Those who sat in 2024 or earlier and took KI in lieu of GP "will not be allowed to use H2 KI as a H2 content-based subject", because their KI grade is needed "to fulfil the H1 GP requirement". Since current students cannot take KI in place of GP, that restriction does not reach them. Still, confirm the treatment with your JC before counting on KI as one of your best three H2 grades.
The practical point is simpler. A KI student takes four H2 subjects plus GP, so any one H2 subject, including KI, can be the fourth subject that is dropped if it does not help. Project Work is pass/fail (as of 2026), and a Pass is required for university admission.
Who Should Take Knowledge and Inquiry?
KI suits students who read widely by choice, enjoy arguing about ideas in the abstract, and can manage a long research project with little supervision.
- Reading load. The syllabus expects candidates to show "that they have read widely" and to use their readings as evidence. A student who reads only what is assigned will find the essays thin.
- Comfort with abstraction. KI questions are about knowledge itself: what counts as valid, and how society shapes it. A student who wants a right answer to learn will find this frustrating.
- Independent research. The Independent Study is 40% of the grade. Teacher contact is limited by design, with one conference and no written feedback on drafts.
- Strong written English. KI essays run to about twice the length of a GP essay, and NJC's published criterion asks for an A2 in O-Level English.
- Capacity for a fourth H2. KI is added to three other H2 subjects plus GP, so it makes the combination heavier, not lighter.
When Is KI the Wrong Choice?
KI is the wrong choice when the student is taking it to avoid GP, to fill a contrasting-subject gap they could fill more easily, or while a core H2 subject is already under pressure.
The first reason no longer works: KI does not remove GP. The second deserves an honest look. A science student who likes history or literature may be better served by H2 History or H2 Literature as the contrasting subject, with a more familiar content base and exam style. A Decision Checklist Before Choosing KI
Answer these questions honestly before the college's subject-selection deadline. If most answers are "yes", KI is worth applying for.
- Does the student read non-fiction or long-form argument outside school, without being asked?
- Do they enjoy questions with no single right answer, such as how we know a scientific claim is true?
- Is their written English strong enough for two essays of 1000–1200 words in three hours?
- Can they run a six-month project with one scheduled teacher conference?
- Are their other three H2 subjects secure enough to carry a fourth?
- Does the target JC offer KI, and have they checked its selection test and entry criteria?
- Have they accepted that GP stays compulsory whatever they decide?
Whatever the answer, GP is the paper every student sits. Can I take Knowledge and Inquiry instead of General Paper?

Is Knowledge and Inquiry harder than General Paper?
It is a heavier subject. KI is an H2 subject with five hours of written papers and a 2500–3000-word Independent Study worth 40%. GP is an H1 subject with two 90-minute papers. KI essays are about twice as long, and the questions are more abstract. Whether it feels harder depends on how much the student enjoys reading and argument.
Does Knowledge and Inquiry count for university admission?
