# MOE-OBS Challenge for Every Sec 3 by 2030: Parent Guide

Every Sec 3 student in Singapore will be able to join the five-day MOE-OBS Challenge by 2030. Here is what the course involves and how to prepare.

**Every Secondary 3 student in Singapore will be able to attend the MOE-OBS Challenge, a five-day, four-night Outward Bound Singapore course, by 2030 — up from around 18,000 Sec 3 students in 2025, which the Prime Minister described as nearly half of the annual cohort.** The target was stated on the SG Youth Plan page updated on 24 July 2026, and Prime Minister Lawrence Wong confirmed the expansion when he opened the new OBS campus on Coney Island on 11 September 2026. ## What Is the MOE-OBS Challenge?

**The MOE-OBS Challenge (MOC) is a five-day residential Outward Bound course for Secondary 3 students, run by Outward Bound Singapore under MOE's National Outdoor Adventure Education (NOAE) Masterplan.**

Outward Bound Singapore describes it on its [MOE-OBS Challenge Programme page](https://obs.nyc.gov.sg/moe-obs-challenge-programme/) as "a programme for Secondary Three students under the National Outdoor Adventure Education (NOAE) Masterplan" that "seeks to develop ruggedness, resilience and build cohesion amongst youths". The same page explains that outdoor adventure "is an extension of the Physical Education curriculum", which is why the course is organised through your child's school rather than booked by families.

Prime Minister Lawrence Wong gave the plainest summary in his [speech at the Coney Island campus opening](https://www.pmo.gov.sg/newsroom/pm-lawrence-wong-at-the-opening-of-the-outward-bound-singapore-obs-coney-island-campus/): the MOE-OBS Challenge was "introduced in 2017" and is "a five-day, four-night outdoor camp for Sec 3 students. They kayak, trek and take on land and water challenges."

-   **Who runs it:** Outward Bound Singapore (part of the National Youth Council), with Ministry of Education (MOE) and the school.
-   **Who attends:** Secondary 3 students, registered through their school.
-   **Group size:** OBS says each instructor leads "a small group called a 'watch' of 12 to 14 students".
-   **Where:** OBS says it "operates three well-equipped campuses across mainland Singapore and Pulau Ubin"; the new Coney Island campus opened on 11 September 2026.
-   **Stated aims:** OBS lists three learning outcomes — resilience and confidence, being a concerned citizen, and social cohesion. These are the programme's own aims, not measured results.

## What Was Announced, and When Will Every Sec 3 Student Get a Place?

**The government's stated target is "by 2030", not a fixed start year: the SG Youth Plan says every Secondary 3 youth "will be able to experience the MOE-OBS Challenge (MOC) programme by 2030".**

The full sentence on the [SG Youth Plan page](https://www.youthplan.gov.sg/connected/expanding-the-moc-programme/), last updated 24 July 2026, reads: "With the new OBS campus on Coney Island being completed in 2026, every Secondary 3 youth will be able to experience the MOE-OBS Challenge (MOC) programme by 2030." Some summaries have described the change as applying to the full cohort from 2027; the government page does not say that.

At the campus opening on 11 September 2026, the Prime Minister said: "Last year, around 18,000 Sec 3 students experienced the MOE-OBS Challenge. That is around or nearly half of our annual cohort." He added that "with this new campus, with the ramping up of more OBS instructors, we will be able to open up the OBS challenge to all Secondary 3 students."

No public source sets out a year-by-year ramp to 2030, so your child's school is the only reliable source for whether its Sec 3 cohort attends in a given year.

## How Does the MOE-OBS Challenge Fit MOE's Outdoor Education Plan?

**The Sec 3 OBS course is the last step of a sequence in which primary outdoor education culminates in a three-day cohort camp in Primary 5, followed by lower secondary cohort camps.**

MOE explained the primary end in a [2023 parliamentary reply](https://www.moe.gov.sg/news/parliamentary-replies/20230109-outdoor-learning-in-pre-schools-and-primary-schools): outdoor education in PE "culminates in a 3-day cohort camp in Primary 5". In a [February 2024 press release](https://www.moe.gov.sg/news/press-releases/20240223-all-schools-to-benefit-from-increased-capacity-at-new-outdoor-adventure-learning-centres), MOE said it would consolidate eight outdoor adventure sites into four so that "all schools" can "conduct upper primary and lower secondary cohort camps at these sites".

OBS's [NOAE Masterplan page](https://obs.nyc.gov.sg/moe-obs-challenge-programme/national-outdoor-adventure-education-noae-masterplan/) places the MOC at the top of that sequence: "The students' OE experience will culminate in an OBS course for the entire cohort of Secondary 3 students." MOE's stated reason for the whole programme, in a [2019 forum reply](https://www.moe.gov.sg/news/forum-letter-replies/20190225-outdoor-education-develops-students-in-ways-classrooms-can-t), is to "build confidence, resilience, ruggedness, and social cohesion". Treat that as the ministry's intent; none of the pages cited here reports measured outcomes for the course.

## What Happens on Each of the Five Days?

**OBS publishes a day-by-day outline: team-building and skills on Days 1 and 2, an extended land or water expedition on Days 3 and 4, and reflection on Day 5.**

The itinerary below is taken from the OBS page on [the MOC experience](https://obs.nyc.gov.sg/moe-obs-challenge-programme/the-moc-experience/), which calls it "the 5-day residential course".

OBS says "every student participates in at least one expedition, either land or water-based", and that before any expedition students learn "map reading, compass use, and team-based decision making". Overnight, "participants sleep in 6 men tents, with instructors positioned nearby". OBS also states that its medical facilities "operate 24 hours when a programme is ongoing, staffed by qualified registered nurses", and that meals are halal-certified, with dry rations and Meal-Ready-to-Eat packs during expeditions.

The course includes daily journaling and a morning circle. OBS's [important note for parents](https://file.go.gov.sg/moeobs-importantnotes.pdf) is candid that "courses often result in intense emotional experiences" and that activities "may be conducted in all weather conditions". It is worth reading with your child beforehand.

## How Does a Five-Day Course Affect the Sec 3 School Year?

**Five days out of school in Secondary 3 is manageable, but it lands in the year whose weighted year mark decides promotion to Secondary 4, one step from the SEC, so the week before and after deserves a plan.**

No MOE or OBS page names a fixed month for the course; schools receive their dates and tell parents through the MOE-OBS Challenge Parent's Letter. Ask the school early whether the course falls in a term week or a holiday week, because the answer changes what needs catching up.

-   **Weighted assessments.** MOE's rule, set out in its [2018 assessment press release](https://www.moe.gov.sg/news/press-releases/20180928-learn-for-life-preparing-our-students-to-excel-beyond-exam-results), is that schools conduct "no more than one weighted assessment per subject, per school term" from P3 to S4/5. A missed class week rarely clashes with a WA, but check the term's assessment calendar. -   **New subjects.** Sec 3 is the first year of the subject combination chosen at the end of Secondary 2 — often including Additional Mathematics — set out in our [Sec 3 subject combination guide](https://ancourage.academy/articles/sec-3-subject-combination-guide-singapore). A practical approach: collect notes from each subject teacher before the course, then schedule one catch-up session per affected subject afterwards. ## How Do You Register Your Child and What Medical Screening Is Required?

**Parents register through a Singpass-authenticated FormSG form after the school sends the Parent's Letter, and every participant must be certified fit by a physician through a medical examination the school arranges.**

OBS sets out four steps on its [Preparing for MOC page](https://obs.nyc.gov.sg/moe-obs-challenge-programme/preparing-for-moc/):

1.  **E-registration.** On receiving the "MOE-OBS Challenge Programme Parent's Letter" from the school, complete the e-registration form by the deadline, logging in with Singpass. Have your child's school and class details ready.
2.  **Medical screening and examination.** Initial screening uses the health information you provide. "A physician's certification is required for your child to join the programme, with the medical examination arranged by the school."
3.  **Review by MOE and OBS.** Forms are "jointly processed by MOE and OBS", and "incomplete forms may result in delays for enrolment". The OBS medical team may contact parents or the school to verify health information.
4.  **Outcome.** "The school will inform students of their enrolment outcome about two weeks before the course."

The OBS important note adds that students with a diagnosed condition, or on follow-up for one, "may need to provide the latest review information from their attending Physician". It also asks parents to declare any allergies, including reactions to over-the-counter medication, because instructors and nurses may administer listed medications.

## Which Medical Conditions Mean a Student Cannot Attend?

**OBS publishes a non-exhaustive list of six conditions for which, in its August 2023 important note, it is unable to enrol a participant, and students not accepted are given an alternative programme by their school.**

The [MOE-OBS Challenge important note](https://file.go.gov.sg/moeobs-importantnotes.pdf) (dated August 2023) says: "While MOE-OBS strives to be inclusive, we are unable to enrol Participants with certain conditions for now." The list, which it says "is not exhaustive", is:

-   Epilepsy, fits or seizures — any episodes or on medication within the last 24 months.
-   Unavoidable allergens resulting in severe allergic reaction — for example traces of allergen, insect bites or unknown allergens.
-   Thalassemia Major.
-   Conditions leading to exemption from PE, medical leave or light duty during the period of the course.
-   Psychological or behavioural conditions that may pose harm to oneself or others.
-   Any conditions that may impair movement or adversely affect safety to self or others during the course.

OBS's Preparing for MOC page confirms what happens next: "For those not accepted for the programme, the school will arrange an alternative programme for them." A full and accurate medical declaration is the most useful thing a parent can do. For medical screening questions, OBS lists the address obs\_medical@nyc.gov.sg.

## What Should Your Child Pack and Prepare?

**OBS provides the expedition gear — backpack, poncho and whistle — and asks students to bring long-sleeved tops, long pants and two pairs of covered shoes, because those are mandatory for water and climbing activities.**

The [OBS five-day expeditionary course packing list](https://go.gov.sg/5dmocpackinglist) is the document to follow. Its key points:

-   **Reporting attire on Day 1:** a long-sleeved T-shirt (or short-sleeved with arm sleeves), long pants, covered shoes and socks. Military or camouflage print attire is not allowed.
-   **Long pants:** three pairs, mandatory for climbing activities and expeditions; three-quarter pants and jeans are not allowed.
-   **Shoes:** an additional pair of covered shoes for water activities; rubber clogs are not allowed.
-   **Other items:** a broad-brimmed hat, towels, sandals or slippers, and sufficient medication for the duration of the course.
-   **Leave at home:** expensive items. Label everything personal, and borrow rather than buy where you can, as the list suggests.

The same sheet asks students to have sufficient sleep the night before and a good breakfast before reporting to school. During the course, OBS says parents can contact the school coordinator, "who will get in touch with OBS"; if a student needs external medical care, next-of-kin are informed through the teacher coordinator.

## Common Questions About the MOE-OBS Challenge

### Will every Sec 3 student go for OBS from 2027?

The government page does not say 2027. The SG Youth Plan, updated 24 July 2026, says every Secondary 3 youth "will be able to experience the MOE-OBS Challenge (MOC) programme by 2030". In 2025 around 18,000 Sec 3 students attended — nearly half the cohort — so ask your child's school whether its cohort attends in a given year.

### How long is the MOE-OBS Challenge?

It is a five-day, four-night residential course. OBS's itinerary covers team-building and skills on Days 1 and 2, an extended land or water expedition with a celebration dinner on Days 3 and 4, and reflection, peer affirmation and a commitment activity on Day 5. Students sleep in tents during overnight stays.

### Can my child be exempted from the MOE-OBS Challenge?

OBS publishes a non-exhaustive list of conditions for which it could not enrol a participant as at its August 2023 note, including seizures within the last 24 months, severe unavoidable allergies, Thalassemia Major, and conditions leading to PE exemption or light duty during the course. ### Does the MOE-OBS Challenge cost parents anything?

None of the OBS or government pages reviewed for this guide state a fee, and registration is handled through the school's Parent's Letter. Parents do arrange the physician's certification through the school's medical examination process and pack the items on the OBS list. Confirm any charges with your child's school directly.

### Will missing a week of school affect my child's Sec 3 results?

It can if the week clashes with a weighted assessment or a new topic, especially in Additional Mathematics. MOE caps weighted assessments at one per subject per term, so clashes are uncommon. Check the term calendar, collect notes before the course, and plan one catch-up session per affected subject afterwards. ### Where are the OBS campuses?

OBS says it operates three campuses across mainland Singapore and Pulau Ubin, and its site map labels a Reception and Activity Centre, Camp 1, Camp 2, East Coast and Pulau Ubin. The new Coney Island campus opened on 11 September 2026; the Prime Minister said it allows expeditions linking Coney Island with the Ubin and East Coast sites.
